The Department of Health and Human Services is the principal agency for protecting the health of all Americans. It is comprised of the Office of the Secretary, who provides leadership for HHS. References to Secretary in these Bylaws refer to the Secretary of HHS or any official of the Department of Health and Human Services designated by the Secretary to have the same authority as the Secretary.
