Jean O’Connor

Dr. Jean C. O’Connor is a health policy professional with more than two decades of experience in public health policy, population health, and government focused on improving health outcomes through policy. She currently leads the health practice at Econometrica, a federal consulting firm. Her prior experience includes senior roles in an FQHC, state public health, and with CDC. In these roles, she has managed interdisciplinary teams ranging from 2-200 people to use innovative approaches to deliver programs and achieve law and policy changes to improve health outcomes. She has overseen the successful award and implementation of more than $200 million dollars in cooperative agreement and grant-funded policy and population health improvement projects. She also has been teaching health policy and management at the Rollins School of Public Health at Emory since 2004 and law and leadership to doctoral public health students at the University of Georgia since 2017. Jean is on several non-profit boards. She earned her Doctor of Public Health from UNC Chapel Hill in 2009 and her Juris Doctor and Master of Public Health from Emory University in 2001. She became a fellow in the American College of Healthcare Executives in 2017. She recently became certified as a Project Management Professional and completed her foundations of coaching certificate. She is a Fulbright Specialist in both global health and law. In 2022, she was named an Emory Medalist, the highest award given to an alumni, for her contributions to teaching, public service and public health.
